Notice of intention to obtain compulsory license

got a Notice of intention to obtain compulsory license on one of my tunes. 1st one I've gotten, not sure how to proceed.

My songs have all been uploaded to the library of congress both recordings and lyric sheets. This tune was only uploaded to reverb nation and youtube on my personal sites for each.

As Richard Tracey's post, above, indicates in his included hyperlink, a so-called "NOI" is a legally-required formality that's been around since 1909.  The service is formally notifying you that they intend to obtain a license to sell copies of your stuff. 

 

... and, of course, to pay you for it.

 

About the only thing that you need to do is to check to be sure that the information they provided on the application appears to you to be factually correct.  (If it's not, then now is the time to fix it!)
