What is this ''angelic'' sound effect called? I absolutely love it!

Well, this kind of track is rather offensive to me, so you need to point out more clearly just what I am supposed to be listening for.

 

The background sounds to me like a high string-pad with a lot of reverb kicked in.

I think the sound you're thinking of is a high pitched reverb synth or a string.

 

So that angelic effect is a lot of reverb, I assume with a lot of predelay.
