How do you write hooks?

Hi Miss Barbarella, Hope this doesn't seem like a cop-out but I think it's almost impossible to work out a good hook lyrically without the music behind it. There are lots of great hooks out there that would just be a pile of very ordinary lines without the melody/rhythm/chord-sequence/etc that sits behind the lyric. John
