No John.
It was deliberate to choose CLOSE in the context of 'shut', which is misleading.
It has a connection to HIGHWAY, as both are types of road.
Our friends outside uk will not be familiar with the uk cul-de-sac name 'Close'. I used to live in road called Tinturn Close.
Americans use far more road suffixes than we do. One example would be 'Boulevard'. Never seen one of those in Britain.
